HELENA, Mont. — Montana Gov. Greg Gianforte is speaking out against a proposed Oregon ballot initiative that would effectively ban hunting, fishing, and trapping in that state.
The initiative, known as IP28, has gained significant attention in recent months and would classify many forms of hunting, fishing, and trapping as criminal acts if approved by Oregon voters.
Gov. Gianforte addressed the issue in a social media post Wednesday morning.
“Did you hear what they are trying to do in Oregon? They are literally trying to outlaw hunting and fishing… that’s absolutely crazy! Here in Montana, hunting and fishing is important to our way of life. To all of those Oregonians who want to outlaw hunting and fishing… please stay out of Montana.”
To qualify for the ballot, IP28 must collect approximately 117,000 valid signatures. Organizers have reportedly submitted nearly 130,000 signatures, moving the measure closer to voter consideration.
According to the Oregon Department of Fish and Wildlife, hunting and fishing contribute roughly $1.9 billion in annual economic activity across the state.
While the proposal has sparked debate in Oregon, Montana officials and outdoor advocates say the state’s outdoor traditions remain firmly protected.
Montana continues to offer extensive access to public lands for hunters, anglers, and trappers. Millions of acres of public lands, including areas managed by the U.S. Forest Service, Bureau of Land Management and Montana State Trust Lands, remain open for recreation and hunting opportunities.
Public access programs have also expanded over the years, opening more than 245,000 acres for outdoor recreation and providing additional hunting and fishing opportunities for residents and visitors alike.
Although the final 2025 hunting statistics have not yet been released, recent trends indicate strong participation from nonresident hunters. Nearly 40,000 nonresident deer and elk licenses were sold in recent years, while approximately 20,000 additional hunters traveled to Montana for upland game bird and migratory bird hunting opportunities.

If Oregon voters ultimately approve IP28, industry observers say the measure could have indirect effects on neighboring states. Some hunters may choose to travel elsewhere, potentially increasing demand for hunting opportunities in Montana. That could boost nonresident license sales and tourism revenue, while also increasing hunting pressure in certain areas of the state.
